Online Benefit System (SPS Workday)

The Statewide Personnel System (SPS) is administered by the Department of Budget and Management (DBM) through WorkDay. Through SPS, employees will be able to log-in securely and change/view their benefits, dependents, and beneficiaries. Benefits can only be changed or elected if you are a new hire, during open enrollment or have a qualifying event. ​

The SPS will show your 2019 benefit elections if you participate in the State’s Employee Benefits Program.

SPS Employee ID (W#)

Log in with your SPS Employee ID that starts with a “W”. Your SPS Employee ID is available to to you in the following locations.

Once you have your SPS Employee ID (W#) and initial password,

Please use the following password formation to make up your initial password:
Enter: Capital first letter of first name: John
Enter: Lower case first letter of last name: smith Enter: 4 digit birth year: DOB 09/09/1980
Enter: Last 4 digit of social security number: 986-65-4321
Enter: ‘$’ special character by using the shift key and selecting number 4 on the keyboard.
For example: Your Password will be Js19804321$

RESETTING YOUR PASSWORD (Quick Guide)

You can reset or change your password the following ways:

1. If you forgot your password….

  • Use the Forgot Password link on the Workday sign-in page, OR
  • Contact Human Resources 410-651-6400 

2. If you know your password but want to change it….

  • Change your password from the Workday Sign In page or while logged into Workday 

    PASSWORD RULES
  • Your new password must not be the same as your current password or user name.
  • Minimum number of characters: 8
  • Must have at least one of the following character types:
    • Uppercase letters (A,B,C…)
    • Lowercase letters (a,b,c…)
    • Numerals (0 – 9)
    • Special characters as follows: !”#$%&'()*+,-./:;=>?@[[\]^_`{|}~
Viewing Benefits Related Information
New Hire Enrollment

As a new employee, you have 60 days from the date you begin employment to choose your benefit programs. Enrollment for benefits will be completed via the State of Maryland Employees Benefits Portal. You will not be able to enroll until you receive a series of emails from the State that will include your user name (known as a “W” number) and a temporary password. Once you receive this information you will be able to enroll in benefits. Please note that these emails can take up to 30 days from your start date to be sent to you. This process cannot be expedited in any way.

  • Effective Date of Coverage: Benefits will be effective on the first of the month following your date of hire. The exception is if your hire date is the 1st day of any month. Then your effective date will be the 1st of the month that you started work. Coverage may NOT be backdated to your date of hire.
  • Processing Time: Normal processing time for online benefits request can take between 30-60 days from hire for your benefits to become active. Various factors including receiving the enrollment information from the state benefits office, the time frame you take to submit your request, and your response to additional information that the state may request after you submit your application. 

Regardless of when you enroll within your 60 days of hire, your benefits coverage will still be effective on the first of the month following your date of hire. If it applies, you will be responsible for paying any mandatory retroactive adjustment payments for periods of coverage back to your benefits effective date.

Even though your coverage will become effective the 1st of the month following your hire date you will not receive your benefits cards until the State of Maryland Employee Benefits Division has processed your online request. If you have a medical need during this time you may be required to pay out of pocket for these services by your medical providers. If you pay out of pocket for a service it may be possible to submit claim forms for reimbursement. *** Remember that you will not be able to cancel, change, or add to your coverage once you have made these decisions until the next open enrollment period. Exceptions to this rule are allowed only under select circumstances referred to as qualifying events. Therefore, it is very important that you make careful and informed decisions regarding your benefits coverage.

Completing Enrollment Events and Life Changes

After January 1, 2019, if you have a qualifying Life Event and want to make a change to your 2019 benefit elections, you will log in to the online benefits portal and initiate the change.

Note: Qualifying life event changes that occur in 2018 must be submitted through the UHR Benefits Office using the 2018 Benefits Enrollment Form. Qualifying life event changes must be made within 60 days of the qualifying event.
