Student Government Association President

As the top elected position in the Student Government Association, the president is a key figure. In addition to representing the school at functions both on and off campus, the president is the delegating force of SGA. It is the president’s responsibility to organize or assist in planning meetings, events, activities, projects, etc. The president is the role model for Student Government as well as the student body and is expected to act that way at all times. (Professional) The president shall call and preside over meetings and be an ex-officio, non-voting member, of committees. It is the duty of the president to provide the yearly operating budget for the SGA. The president will appoint committees to assist execute functions that promote student participation. 

The SGA President will:

· The President of the Student Government Association will serve as the official chairperson of the Executive Board and will call and preside at all Executive and joint Executive-Legislative meetings.

· The President will provide the student body with information concerning the operation, activities, and issues of the Student Government Association, the University, and the University System of Maryland (USM) through Student Government Forums and/or Student Body Meetings held at least twice (2) per semester.

· The President of the Student Government Association will have dialogue with the President of the University twice (2) per semester to stay abreast with issues affecting the University.

· The President will present to the Student Legislative Branch on the seventh week of both fall and spring semesters a comprehensive report on the “State of the SGA” address.

· The President will be bound by the “Oath of Office” to provide leadership for the student body, this Constitution and any amendments made thereafter, as well as, all University of Maryland Eastern Shore and the University System of Maryland Board of Regents policies.

· The President must execute bills approved by the Executive Board and passed in the Legislative Branch.

· The President shall have veto power over all legislation passed by the Student Legislative Branch within ten (10) working business days.

· The SGA President along with the Student Government Primary Advisor shall be the only authorized signatory on all financial transactions.

· The President shall have the power to create any special committees he/she deems necessary for the effectiveness of the Student Government Association.

Student Government Association Vice President

As second in command, the Vice President must be able and willing to take on the responsibilities of the president in his/her absence. In addition, they must also be the organizing body of the Senate. Finally, the Vice President should compile a complete transition book or guide for the upcoming Student Government Staff.  

The Vice President shall:

· The Vice President will serve as chairperson of the Legislative Branch and will call and preside over all meetings, of the said body and only vote in the case of a tie.

· The Vice President of the Student Government Association (SGA) will have dialogue with the Vice President (s) of the University at least twice (2) per semester to keep abreast with issues affecting the University.

· The Vice President will keep the Legislative Branch abreast of communications received by the Executive and Judicial Branches regarding the University.

· The Vice President will delegate responsibility to the Legislative Branch members as necessary for the proper functioning of the SGA.

· As a member of the Executive Board, the Vice President will present bills passed by the student senate to the Executive Board for approval or veto. The Vice President will keep the Executive Board and the President informed of all Legislative Branch activities.

· Other Duties As Assigned.

Business Manager

The Business Manager is responsible for helping with the allocation of Student Government funds. Their main function will be to record and calculate all SGA/Class accounts. It will be their duty to know and remind representatives of accurate balances and budget information. The Business Manager must also double check to make sure all organizations and students receive their funds allocated by the Student Government Association. They must report all budget changes to the Student Engagement Director. Finally, the Business Manager must check to ensure that all transactions are made correctly and follow the progress of each transaction until they are completed. It is also the sole responsibility of the Business Manager to make a year-end report, which describes all purchases and disbursements form the past year.

The Business Manager shall:

· Keep an accurate record of all income and expenditures of SGA.

· Meet once a month with Student Government Association Primary Advisor and the Assistant Vice President of Administrative Affairs for the purpose of being knowledgeable of the University’s budget process, the preparation of financial reports and the reconciliation of budget records.

· Give a full weekly financial report to the Executive Board and the Student Government Primary Advisor.

· Work collectively with class treasurers to keep an accurate account of all income and expenditures.

· Be notified of all financial transactions that are processed and signed with authorized signatures by the President of the SGA and the Student Government Advisor.

· Other Duties As Assigned.

Chief of Staff

The Chief of Staff must be able and will to perform the duties of the President and Vice President in their absence. They are the organizing force of the Student Government Association. They are required to organize committees, committee reports and some meeting. They should assist the chairs of all committees to ensure the quality of work.

The Chief of Staff shall:

· Ensure the Student Government Association follows proper Constitutional Procedures.

· Ensures the Student Government Association follows proper usage of Robert’s Rule of Order – Parliamentary Procedures.

· Review the SGA constitution periodically in making sure that the Student Government is in accordance with its constitutional purpose and to validate its actions.

· Along with the Judicial Board shall have the power to recommend any appropriate changes to the Student Government Constitution that will to maintain order within the organization by ensuring the SGA has an up to date Constitution, by-laws, and/or guidelines to guide its functioning.

· Act as a representative of the student body to the UMES Department of Public Safety, by bringing concerns, thoughts, and issues regarding campus safety, police procedures and guidelines.

· Promote an environment that provides public safety and danger awareness for students.

· Analyze the judicial state of the Student Government Association and the University of Maryland Eastern Shore and present bills, proposals, resolutions and recommendations to the Student Senate, Executive Board, and/or University for consideration.

· To resolve disputes regarding the interpretation of this Constitution or any other law, legislation, or act that may be in conflict with this constitution.

· If assigned by the Director of Student Engagement, The Judicial Board shall function as the Student Election Committee and shall review cases with the Office of Student Engagement and the Student Organization Code of Conduct.

· Other Duties As Assigned.

Executive Secretary

The role of the Student Government Association (SGA) Executive Secretary shall be as follows:

· Prepare the agenda for meetings, keep and read the minutes of meetings, and notify members of elections or appointments to offices.

· Responsible for maintaining communications between branches with respect to instructions and reports, and act as custodian of the records, and perform all other duties as assigned by the President of the SGA.

· Will also adhere to all duties designated by the SGA President.

University System of Maryland Representative

The role of the University System of Maryland Representative shall be as follows:

· Attend scheduled meeting with the University President, Vice Presidents, and Administrators.

· Make recommendations to the Commission on matters of statewide importance that affect their constituencies.

· Serve as the liaison between other Universities and colleges. 

Program Coordinator

The role of the Student Government Association (SGA) Program Coordinator shall be as follows:

· Will handle all public relations involved with the Student Government Association.

· Be the direct supervisor and oversee an appointed Street Team. (optional)

· Responsible for all websites, social medias, flyers, posters, banners, brochures, handouts, and any other means of communication.

· Promote, advertise, and assist in helping organizations with student events, along with SGA events.

· Handle all correspondence and the distribution of information to the student body involved with the Student Government Association.

· Keep a working relationship with other Universities and HBCU’s.

Class President and Vice President

The Class President’s will consist of the various University Classes (Freshmen, Sophomore, Junior, and Senior Class President) Class President’s have a very difficult position. It is the Class President’s responsibility is to organize their class structure. The Class President’s will work closely with class officers to organize events especially for their class. These events may include but are not limited to entertainment, forums, Town Hall Meetings, community service, etc. The Class Presidents will be visual and vocal members of the SGA as well as their class. They will work on University committees and solve the concerns of their class.

Sophomore Class

· Class is to promote scholarship, service, leadership, citizenship, and a class and University spirit.

· Represent the Sophomore Class by voicing opinions and concerns about their class.

· Establish a timeline/table of Class activities

· Publicize all class activities

· Prepare class newsletters, articles, directories and so on.

· To facilitate and distribute a survey to assess the concerns and wishes of the Sophomore Class.

· Organize at least three (3) community service projects and fundraising initiative for a non-profiting organization.

· Serve the class through the organization of events and gatherings to unite the class.

· Attend all Organizational meetings

· Organize a Town Hall meeting for the Class (Fall and Spring)

· Establish a working relationship with the Office of Counseling Services and Health & Wellness to promote involvement and good health (mentally and physically) on campus.

Junior Class

· Class is to promote scholarship, service, leadership, citizenship, and a class and University spirit.

· Establish a timeline/table of class activities

· Publicize all class activities

· Prepare class newsletters, articles, directories and so on.

· Organize a Town Hall meeting for the Class (Fall and Spring)

· Leads the class to opportunities for development, change, and growth while in college.

· Represent the Junior Class by voicing opinions and concerns about their class.

· Facilitate and distribute a survey to assess the concerns and wishes of the Junior Class.

· Organize at least three (3) community service projects and fundraising initiative for a non-profiting organization.

· Attend all Organizational meetings

· Organize a Town Hall meeting for the Class (Fall and Spring)

· Establish a working relationship with the Career Services programming boards and to promote involvement in student activities on campus.

Senior Class

· Class is to promote scholarship, service, leadership, citizenship, and a class and University spirit.

· Establish a timeline/table of Class activities

· Publicize all class activities

· Prepare class newsletters, articles, directories and so on.

· Leads the class to opportunities for development, change, and growth while in college.

· Represent the Senior Class by voicing opinions and concerns about their class.

· Facilitate and distribute a survey to assess the concerns and wishes of the Senior Class.

· Organize at least three (3) community service projects and fundraising initiative for a non-profiting organization.

· Attend all Organizational meetings

· Organize a Town Hall meeting for the Class (Fall and Spring)

· Establish a working relationship with the Office of Student Engagement and the Office of  Alumni Affairs to promote involvement in student activities on campus, community service, philanthropic campaigns and alumni bonds.

· Organize at least one senior social event week prior to commencement.

Class Senators

Senators play a critical role in representing student perspectives in the discussion of all campus issues. These positions offer students not only a great opportunity to get involved in the university community, but valuable leadership experience as well. Senate meetings provide a forum for discussion about the concerns of the campus, both large and small, and utilize committees to respond to these concerns accordingly.

Future Plan*** Senators will also oversees all recognized clubs and organizations on campus. These organizations have access to funding, publicity, and other resources that benefit their programmatic goals.

Campus Activities Board

The Campus Activities Board (CAB) is a student-led programming board that coordinates campus-wide events.  These events include concerts, the homecoming dance, trivia nights, leadership sessions and off campus trips. The mission of CAB is to create diverse events, programs, and activities that foster personal development, school spirit, and community development.

This group will work in conjunction with the Student Government Association and all organizations.
