Proficiency Testing
Do you speak a foreign language?
Consider taking the Oral Proficiency Interview (OPI) through the American Council on the Teaching of Foreign Language (ACTFL). This assessment test is given over the phone and proctored by the Foreign Language Instructional Center (FLIC). The test measures how well you speak a language by comparing your performance with the ACTFL criteria.
It is a live, one-on-one telephone conversation with a real person conducted entirely in the target language.
Who can take the ACTFL Oral Proficiency Interview at FLIC?
UMES students, faculty, staff or community members can register to take the OPI in the Foreign Language Instructional Center on the campus of UMES.
Why is it useful?
The ACTFL Oral Proficiency Interview is the most widely recognized language assessment. It can be used in academic or career settings where the individual is required to provide external verification of language proficiency. It is a standardized procedure for global assessment of functional speaking ability and is a prestigious, nationally-recognized assessment.
Students are assigned one of the ten ratings or levels of proficiency, ranging from Novice Low to Superior. A certificate is issued with the designated level.
How does one register?
Test takers pay ACTFL directly for the test; the Foreign Language Instructional Center does not receive any part of the testing fee. Our role is simply to proctor the exam.

Test takers should contact FLIC at FLIC@umes.edu or 410-651-6543 before scheduling their test in order to reserve proctor dates. (Testing is available during normal UMES business hours.) In addition, time can be reserved in the FLIC lab for individual study on a space-available basis for 30 days prior to the test date. Contact FLIC for individual study reservations.
