The Spill Prevention, Control, and Countermeasure Program (SPCC) establishes institutional requirements for the prevention of oil discharges and the protection of navigable waters and adjoining shorelines from pollution resulting from oil storage, handling, and oil-containing equipment activities. The program is administered by EHS to support environmental stewardship and compliance with applicable federal and state environmental regulations governing oil pollution prevention and discharge response.
The program applies to university personnel responsible for the storage, handling, transfer, use, maintenance, inspection, or disposal of oil and oil-containing equipment or materials. This includes, but is not limited to, personnel involved with aboveground storage tanks, emergency generators, transformers, hydraulic equipment, waste oil management, fuel transfer operations, and contractors performing work that may affect regulated oil storage systems.
Covered activities include oil storage system inspections, secondary containment evaluations, spill prevention measures, equipment operation and maintenance, transfer procedures, spill reporting, and emergency response coordination. EHS provides training, technical guidance, compliance assistance, and program oversight to support SPCC Plan implementation, reduce the risk of oil discharges, and ensure appropriate response to spill incidents.
