After this timeframe, a student must fill out the residency petition form.<\/li>\n\n\n\n<li>Please note that:\n<ul class=\"wp-block-list\">\n<li>Residency system errors older than&nbsp;<strong>one year<\/strong>&nbsp;cannot be reviewed or corrected.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>USM\u2019s (University System of Maryland)&nbsp;<a href=\"https:\/\/wwwcp.umes.edu\/registrar\/wp-content\/uploads\/sites\/129\/2025\/08\/FAQs-USM-Residency-FAQs_FINAL_trkchangesaccepted_8.8.2025_LSS.docx\">Frequently Asked Questions&nbsp;<\/a>about Residency<\/li>\n\n\n\n<li><a href=\"https:\/\/wwwcp.umes.edu\/registrar\/wp-content\/uploads\/sites\/129\/2026\/01\/VIII-2.70.pdf\">USM&#8217;s Residency Guidelines<\/a><\/li>\n\n\n\n<li><strong>Residency Petition Checklist Items:<\/strong>\n<ul class=\"wp-block-list\">\n<li>Deed\/Mortgage or lease receipts for the most recent 12 consecutive months<\/li>\n\n\n\n<li>Maryland driver\u2019s license for the most recent 12 consecutive months<\/li>\n\n\n\n<li>Submission of Maryland Income taxes<\/li>\n\n\n\n<li>Maryland Motor Vehicle registration for the most recent 12 consecutive months<\/li>\n\n\n\n<li>Maryland Voter registration for the most recent 12 consecutive months (unless you are a permanent resident)<\/li>\n\n\n\n<li>Residency application signed by petitioner<\/li>\n\n\n\n<li>Notarized Signature (of person student is a dependent) or if dependent upon parent\/guardian, must provide requested documentation, or if an independent applicant, provide requested document.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Residency Appeal &#8211; <\/strong>If a student\u2019s residency request is denied due to missing information, they may submit an appeal. Appeals must be submitted within 10 days of the denial letter. Appeals are reviewed by a committee made up of representatives from Enrollment Management, Admissions, Student Accounts, and Financial Aid. The appeal request with supporting documents can be emailed to emse@umes.edu and then it would get forwarded to the committee for review. The decision of the committee is final.&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/wwwcp.umes.edu\/registrar\/wp-content\/uploads\/sites\/129\/2026\/01\/VIII-2.70.pdf\"><strong>For more information please review USM (University System of Maryland) Policy on Residency<\/strong>. <\/a><\/li>\n\n\n\n<li><strong>Appeal to the President (Waiver Request)<\/strong> <strong>Last Resort:<\/strong>\u00a0This is for extraordinary circumstances after the committee&#8217;s denial.
