The&nbsp;<a href=\"https:\/\/acrobat.adobe.com\/id\/urn:aaid:sc:va6c2:5966973d-dd48-4fe7-a468-0217566c3e58\">Res<\/a><a href=\"https:\/\/acrobat.adobe.com\/id\/urn:aaid:sc:va6c2:dd094cea-1b5c-4715-b0ba-fcd7aae3daa9?viewer%21megaVerb=group-discover\">idency Form<\/a>&nbsp;must be completed in order to be determined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Defining \u201cIn-State\u201d Status<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">UMES, as part of the University System of Maryland (USM), defines in-state status according to the\u00a0<a href=\"https:\/\/wwwcp.umes.edu\/registrar\/wp-content\/uploads\/sites\/129\/2026\/07\/VIII-2.70-Policy-on-Student-Classification-BOR-approved-6-12-2026.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">USM policy on student classification for admission and\u00a0tuition\u00a0purposes.<\/a>\u00a0\u00a0In-state status is granted to students who, for at least twelve (12) consecutive months immediately prior to and including the last date available to register for courses in the semester\/term for which the student seeks in-state tuition status, has the continuous intent to<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Make Maryland his or her permanent home; and<\/li>\n\n\n\n<li>Abandon his or her former home state; and<\/li>\n\n\n\n<li>Reside in Maryland indefinitely; and<\/li>\n\n\n\n<li>Reside in Maryland primarily for a purpose other than that of attending an educational institution in Maryland.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">-OR-<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>is the spouse or financial dependent of, a full-time or part-time (50%) regular employee of a University System of Maryland educational institution<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">-OR-<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>is the spouse or financial dependent of, a full-time member of the U.S. Armed Forces, residing or stationed in Maryland, or whose home of residency is Maryland.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">-OR-<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>qualifies for the&nbsp;<a href=\"https:\/\/wwwcp.umes.edu\/admissions\/wp-content\/uploads\/sites\/44\/2023\/12\/USM-Nonresident-Tuition-Differential-Exemption.docx\" data-type=\"URL\" data-id=\"https:\/\/wwwcp.umes.edu\/admissions\/wp-content\/uploads\/sites\/44\/2023\/12\/USM-Nonresident-Tuition-Differential-Exemption.docx\">Nonresident Tuition Exemption for Eligible Maryland High School Graduates<\/a><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How to File a Petition<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Students may request reevaluation of residency status by filing a petition and providing documentation by the first day of classes for the semester in which the student wishes to be classified as in-state. <a href=\"https:\/\/wwwcp.umes.edu\/registrar\/wp-content\/uploads\/sites\/129\/2026\/07\/Residency-Information-Form-_approved-July-2026.revised.pdf\">Residency Petition Form<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A determination of in-state status for purposes of admission, tuition and fees is made upon admission and remains in effect until successfully challenged through the residency appeal process.
